- Adversaries attach overly permissive policies to maintain persistent, elevated access even after initial credentials are rotated.

Adversarial. Draco attaches a wildcard inline policy draco-backdoor-policy directly to his own IAM user — equivalent to T1098 same-user privesc, but more durable than AttachUserPolicy(AdministratorAccess) because inline policies survive policy detachment by automated remediation that only checks managed-policy attachments.
